Terms of use

What you are buying, in the shortest form that is still accurate.

The federal records behind this product are public domain and we claim no rights in them. The per-visit Medicaid rates come from state Medicaid agencies instead. We take only the rate figures, credit the agency, and link each figure to the state’s own file. We claim no rights in those figures either. Where a state publishes a formula rather than a list, we compute the rate ourselves, mark it as computed and link the formula; that figure is our calculation, not the state’s. What a seat licenses is the compilation — the work of joining HRSA Uniform Data System, IRS Form 990 e-file data, CMS cost reports, and the Federal Audit Clearinghouse and the state rate files to one identity per health center, and everything derived from it. That licence is to your account, for your own use, and does not travel.

The federal data is not ours
Almost every figure originates in HRSA Uniform Data System, IRS Form 990 e-file data, CMS cost reports, and the Federal Audit Clearinghouse. Those records are public domain, we claim no rights in them, and nothing here stops you obtaining them yourself from the agencies that publish them. The per-visit Medicaid rates come from state Medicaid agencies’ published rate files and rules instead: we take only the rate figures, credit the agency, link each figure to the state’s own file, and claim no rights in those either.
What a seat licenses is the assembly
The crosswalk between HRSA and IRS identity, the vendor resolution, the derived measures and percentile ranks, the revenue estimates and their bases, and the reading cautions. That work is ours, and a seat is a licence to use it — not a transfer of it.
Use it freely inside your organisation
Screen, filter, export, print briefs, sync to your own CRM, put figures in internal analyses, and quote them in your own client work with attribution. A seat is per person; the outputs are yours to use in the ordinary course of your business.
Do not redistribute it outside your organisation
No reselling, republishing, syndicating, or posting the compilation or substantial extracts of it; no sharing your login or API key; no passing bulk exports to another company. Sending a client a brief or a handful of figures with attribution is fine — handing over the dataset is not.
Do not use it to rebuild this
The compilation may not be used to build, populate, or train a competing dataset, product, or model. Scraping the site or paging the API to reconstruct the database is the same thing as copying it.
Exports are watermarked, and that is not a secret
Every CSV carries a visible export_id identifying the account it came from, and every export is logged. The column is plainly labelled and can be deleted — it is there so a file that turns up where it should not can be traced, not to catch anyone out.
Accuracy, honestly
Figures are reproduced and derived from federal filings, which contain their own errors and are published on their own schedules. Where a figure is estimated rather than reported, the product says so and names the basis. Verify anything you are relying on against the primary filing, which every figure links back to.

Disclaimer of warranties

The service and all data in it are provided “as is” and “as available”, without warranty of any kind, express or implied. The Palioca Group LLC specifically disclaims all implied warranties of merchantability, fitness for a particular purpose, title, and non-infringement. We do not warrant that the service will be uninterrupted, error-free, or that any figure in it is accurate, complete, or current.

In plain terms, and said plainly because it is the honest position: this product reproduces and derives from federal filings that contain their own errors and are published on their own schedules. We take real care with the assembly and we tell you when a figure is estimated rather than reported — but we cannot warrant somebody else’s filing, and you should verify anything you are relying on against the primary source, which every figure links back to.

Not professional advice

Nothing here is legal, financial, investment, tax, accounting, medical, or regulatory compliance advice, and nothing in it creates a professional relationship. This is market and operations data about health centers. Decisions you make with it — who to approach, what to bid, what to invest, how to plan — are yours, and you are responsible for them.

Not affiliated with any agency

The Palioca Group LLC is independent. This product is not affiliated with, endorsed by, sponsored by, certified by or reviewed by the Health Resources and Services Administration, the Department of Health and Human Services, the Centers for Medicare & Medicaid Services, the Internal Revenue Service, the U.S. Census Bureau, the Federal Audit Clearinghouse, the National Association of Community Health Centers, any state Medicaid agency, or any other agency or association. We name those bodies only to identify where a figure came from.

Where this product shows a quality badge, the award is HRSA’s and the wording is HRSA’s — the decision to display it is ours. Where a figure is derived rather than reproduced, the arithmetic is ours and not the agency’s, and the product says so at the figure.

Limitation of liability

To the maximum extent permitted by law, The Palioca Group LLC will not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of profits, revenue, data, business, or goodwill, arising out of or relating to the service — whether in contract, tort, or any other theory, and even if we have been advised of the possibility.

Our total aggregate liability for all claims relating to the service will not exceed the amount you actually paid us in the twelve months before the event giving rise to the claim.

Some jurisdictions do not allow some of these exclusions, and where that is so this section applies to the fullest extent they do allow. Nothing here limits liability for fraud or for anything else that cannot lawfully be limited.

Your responsibilities

Keep your login to yourself, and tell us promptly if you believe it has been compromised. Do not use the service unlawfully, do not attempt to breach its security, and do not use it in a way that breaks the licence above.

You agree to indemnify and hold The Palioca Group LLC harmless from claims arising out of your use of the service in breach of these terms — most concretely, from redistributing the compilation to people who have not licensed it.

Governing law

These terms are governed by the laws of the State of Oregon, without regard to its conflict-of-laws rules. The exclusive venue for any dispute is the state and federal courts located in Oregon, and both parties consent to jurisdiction there.

Ending it, and the rest

You may stop at any time from your account. We may suspend or end access for a material breach of these terms — in practice, for redistributing the compilation or for abusing the service — and we will tell you why. The licence terms, the disclaimers, the limitation of liability and this section survive the end of your subscription.

If any part of these terms is held unenforceable, the rest stands. Not enforcing something once does not waive it. These terms, with the privacy policy, are the whole agreement between us about the service.

Accessibility

We aim to meet WCAG 2.1 Level AA. An automated audit runs against the standard in our test suite on every change, and it has to pass before anything ships. Automated testing only reaches part of the standard — keyboard order, focus handling and how a screen reader reads a page in context all need a person — so we do not claim full conformance, and we would rather tell you that than imply a clean bill of health.

If you are a health center or another recipient of federal financial assistance and need our conformance position for your own Section 504 or Section 508 obligations, ask and we will tell you exactly what is tested and what is not.

If any part of this product is difficult or impossible for you to use, write to admin@paliocagroup.com and tell us what you were trying to do. We will fix it or find you another way to get the same result, and we would rather hear about it than not.

Billing, and stopping

Seats are billed through Stripe, which handles card details, invoices and cancellation on its own pages — none of it passes through this application. Cancel whenever you like from your account; access continues to the end of the period you have paid for. When it ends, exports you already took remain yours to use under the licence above, and connected assistants stop working.

Refunds

Seats are sold for a full year and paid in advance. Payments are non-refundable, including on cancellation, and we do not give partial or pro-rata refunds for unused time. When you cancel, your access continues to the end of the year you have already paid for rather than being cut short — that is what you are getting instead of a refund.

Two exceptions, because refusing them would be indefensible rather than firm. We will refund a duplicate charge or a billing error of ours without argument. And if the service is materially unavailable for a sustained period, write to us and we will work out something fair. Anything else — you stopped using it, you changed your mind, the data did not say what you hoped — is not a refund.

Before each renewal we email you in advance so it is never a surprise: once about a month ahead and again the day before. Cancel before the renewal date and you are not charged.

How these terms change

If either document changes materially — a new obligation, a narrower permission, a different processor, or a change to how we limit liability — we will email account holders at least 14 days before it takes effect, and the effective date above will move. Cosmetic edits and clarifications do not move that date. Ask us for the text that was in force on any given day and we will send it.
